Abstract

Abstract. The article proposes a green investment cluster (GIC) as a territorial organizational-economic mechanism for attracting green investment and using it to diversify the sectoral structure of a regional economy. Unlike a conventional industry cluster, the GIC is defined at the level of the regional economy: its purpose is not to concentrate a single industry but to attract new ecologically clean capital and distribute it across multiple green sectors, thereby correcting the spatial failure of the market that leaves less attractive regions underfunded. Built on public-private partnership and integrated with the RGIAI index and the DIM incentive mechanism, the model operates through the principle of “centralize services, distribute activity” and affects the regional economy through direct, indirect and multiplier channels of diversification.
